Why did it take two years to stop the war in Gaza?

No transfer, no real estate, no new neighborhood in Gaza for Israeli police, no image of the last Hamas members raising a white flag. One could say that the agreement could have been signed in January 2024, but it simply wasn’t attractive enough for all the parties
