Where is there a specific Halacha that forbids women from being rabbis?

I’ve never heard an actual halachic reason women can’t be rabbis, just that women can’t be judges or queens (to which I say look at Devorah in Sefer Shoftim as a female Israelite judge and Athalia in Sefer Melakhim as a Queen ruling over Judah) or some non-answer that’s “it’s just how it is”. Is there a talmudic basis for this or is it purely social?
