What happens to God if he violates the covenant?

Who is “in charge” of the covenant? Who punishes God if he violates the covenant? What is his punishment? Can Jews get reparations from God if he violates the covenant? Is there any enforcement mechanism? Are we just hoping that God will keep his end of the bargain?

Is there a way to formally lodge complaints against God for violating the covenant? Who do I need to write a letter to?

I remember reading that every covenant needs a witness, and that the witness to the covenant between the Israelites and God was the “mountains and the trees.” But I forgot where I read that and I can’t find that in the Torah. Is this nonsense?
