So what exactly is secular Judaism?

(I’m not a Jew myself, by the way, but I guess y’all figured that out by reading the title, haha). I still haven’t figured it out, as Wikipedia says one thing and some contexts I’ve read it in make me think it’s something else. So, I know this might be a stupid question, but:

Are secular Jews a) ethnic Jews who don’t believe or b) Jews who do believe, but think faith should not influence government or c) is “secular Judaism” a term for both or d) is it used in both ways but technically only correct in one way or e) am I completely wrong and is it something else still?
