Question Regarding Midrash and Tobias being inspired.

On the surface I’m aware the answer to Tobit being Inspired is a no. But on a deeper inspection it seems quite blurred, There a few midrash of Tobit (Midrash Tanchuma, Hazzeinu 9.) , which I imagine there shouldn’t be if it’s not canonical. And on top of that are more than a dozen instances of it being cited for the making of Talmudic law. Not to mention in the 1500’s Tobias was liturgically read on Shavuot. Would like to hear from you guys.
