Did Pharoah have free will to free the Jews.

In Shemot it states:

וַיְחַזֵּ֤ק יְהֹוָה֙ אֶת־לֵ֣ב פַּרְעֹ֔ה וְלֹ֥א שָׁמַ֖ע אֲלֵהֶ֑ם כַּֽאֲשֶׁ֛ר דִּבֶּ֥ר יְהֹוָ֖ה אֶל־משֶֽׁה

I had question what the word, ” וַיְחַזֵּ֤ק ” means. I know it is often translated into English as meaning “hardened” or “strengthened” and even “encouraged”. But does it imply Pharoah had lost his free will to decide between right and wrong?

Or does it simply mean that G-d sent a figure like “השטן” to encourage Pharoah’s own יֵצֶר הַרַע through temptation without removing his free will to decide between right and wrong?
