Baking with juice instead of water… mezonot or hamotzi?

I want to make hardtack, a biscuit made of a mixture of essentially water and flower. Recipes exist that make it more nutritious, however none of them substitute water for any other liquid and I would like to try using orange juice.

I want to use it for camping/hiking where water may not be available to wash with. If I plan on this being used as a staple and main object of meals, would it still be mezonot?
