A question about 12 step/recovery, 7th tradition and Tzedakah

For those who are familiar with 12 step programs, do 7th tradition contributions count as Tzedakah? I know they do not count as secular charity donations for tax purposes, my question is if it counts towards the mitzvah of tzedakah/ma’aser kesafim.
