Questions about the "if your mom’s Jewish, then you’re Jewish" rule.

1: Does this rule only apply if your moms ethnically Jewish or religiously Jewish? What if my mom becomes Jewish after I’m born?

2: How did this rule originate? How come we don’t usually see this applied to other ethnicities or religions?
