if being Jewish is passed down through your mom, but most of the rules and leaders are men, does that basically mean the guys are running a religion that only counts because their mothers said so?

Like, the men wrote the rules, but the women decided who’s even allowed in. Is that how it works? Or am I totally misunderstanding something?
