If a country outlaws abortion isn’t that discriminatory against Jews?

Here’s what I know about Judaism and abortion:

1. First breath is when the soul enters the body
2. Health of the mother always comes first

Assuming those two things are true: if a country outlawed abortion after say 10 weeks, regardless of the health of the mother, isn’t that discriminatory against Jews?

I have no idea what Orthodox Jews think about abortion.
