Does Minyan attendance compete with Volunteering?

The question is not if congregants SHOULD attend minyan, or if they should consider it an imposition on their time.

The question is about the actual outcome. Which I recognize may differ between movements, congregation size, etc.

Our board is discussing plans to increase in-person minyan attendance (we offer online options as well; also not the current question). A concern was raised that this is coming at a time when we are already desperate for volunteers to help with several important projects, and – given that our congregants have a limited amount of time available for shul activities – some people might decide that minyan counts as their volunteer activity and not help out other in other places. Or, at least, that by making time for minyan they will no longer have time available for volunteering.

I am interested to know what you have observed the actual outcome to be. Does encouraging people to attend minyan discourage them from volunteering in other areas?
