Can my friend be Jewish if he had a Jewish mother but doesn’t consider himself to be Jewish?

I have a friend who is about 50 years old. His Mom was Jewish and didn’t really practice Judaism. His Dad was a gentile that didn’t practice any religion

My friend said he doesn’t consider himself to be Jewish. He’s not hostile to Judaism at all but he doesn’t consider himself Jewish because he wasn’t raised that way. But, his Mom was Jewish.

Is he Jewish? What’s your ruling?
