When did we stop following the Torah’s suggestions about punishment, and why?

In modern Judaism we pay attention to the laws given in the Torah (in different ways depending on denomination, etc), but as far as I can tell we all totally ignore the punishments that the Torah lists for breaking those laws. This seems wonderful to me — I’m not arguing we should put anyone to death. But I’m curious about the history. What was the original rationale for the change? When did it happen?
