The Challenges of Conversion – Capacity Limitations

In a recent episode of the Identity Crisis podcast (https://www.hartman.org.il/spheres-of-belonging/), the hosts discussed how there are more people wanting to convert to Judaism than the community has the capacity to handle:

“Today’s Jewish community is a mess around conversion: there are more people who want to convert to Judaism than we have capacity to convert” (timestamp: 21m08s)

I’m wondering what they mean by “capacity”? Is it a lack of rabbis, a shortage of conversion programs, or some other issue that’s preventing these conversions from happening? And for those who are eager to convert but can’t due to these limitations, what happens to them? Are there other ways the community is engaging with them, or are they excluded from Jewish communal life?
