My future university (CO2028, Woodbury U.) doesn’t have a Hillel. Can I start one myself, or can I join a Hillel at one of the nearby larger universities?

what it says in the title! It’s a super small (and private) university so i’m not very surprised but especially given how small it is id like to be able to connect with my peers. There’s hillel at universities close by (i.e. CSUN, CSULB, USC, UCLA) but I am a first generation student so im not sure if I can just join those! Thanks!
