Is the current state of Israel, the true successor of the state of Judea?

I’ve read that some people in the Jewish community. Do not see the current state of Israel as the true successor state of Judea I do not know the fine details of why some people hold that view. Can someone please elaborate more on this? Like what were the requirements of the successor state supposed to be and I understand that some Jewish people still consider themselves to be in the Roman exile is this related?
