Can you ride a kick scooter on Shabbat?

Assuming you’re within an Eruv.

I traveled to several Chasidic neighborhoods in the last week, and saw a pretty large number of adults riding them, which struck me as very strange, since I usually only see kids ride them. I made the connection though that since they have simpler parts, their may not be the concern about it breaking on Shabbat and needing fixing, which is one of the Halakhic justifications to prohibit cycling.
