Why Jews are not considered as "Minorities" by western administrations?

I think it’s a legitimate question. Why is it that in administrative forms, for example, there is no “Jewish” box when you have to define yourself as a minority? This population meets the criteria and is often in danger of discrimination and is threatened in some European and North American regions.
