Why is tzedaka not one if the sheva mitzvos if the people of Sodom were punished for not giving it?

I read that the primary reason the people of Sodom were punished was that they refused to give tzedaka. If Goyim can be punished for refusal to give tzedaka why is it not one of the sheva mitzvos in and of itself?
