Whence comes the current (conservative?) position on homosexuality?

It seems to me from Wikipedia’s Jewish views on homosexuality that, as with Christianity, conservative Judaism generally views homosexuality as wrong. I have read though, that the scholarly consensus is that Leviticus 18:22; 20:13 is referring to a specific type of homosexual act between males. Now, I am aware that the religion’s undergone a good deal of development since Moses lol, so I’m curious as how/why things expanded.
