What would it take for us to acknowledge the formation of a new Jewish holiday?

Since I was a kid I’ve always thought the end of the Holocaust should be celebrated as a holiday. Considering a few of our major holidays revolve around us escaping oppressive regimes and whatnot, it just kinda makes sense in my head. I get that there may be a matter of taste (are we mourning the dead, celebrating the survivors, both, is it right to do when there are still living survivors), but it’s really just a small part of a larger question I’ve been wondering about.

Are we as a people just doomed to stagnate in the same old traditions, never adding anything new? Would a display of God’s glory/wrath or a full-out miracle be necessary? ‘Cause we don’t see a lot of those in the modern era. How does Judaism as a culture grow beyond the things we’ve been doing for thousands of years?
