What was this rabbi on about?

Someone showed me a video a couple days ago of a Rabbi referencing [something to the effect of] “the divine obligation for Jews never to be back in Israel, and to stay in the Diaspora” which I took to mean he’d interpreted something (what??) to say that Jews had to stay out of Israel bc God said so somewhere. Where? Can someone help me understand what he was on about? I’m pretty secular, someone who knows more than me could chime in here? Google results are giving me nothing relevant. *to add, I think this sentiment is just as bananas as someone else claiming that Jews have a divine right to throw people out of their houses because God said so. I’m just really curious about the “source material” if you will.
