What is a ba’al teshuvah?

I know that it means someone who wasn’t religous becoming religous, but I wonder where precisely you would draw the line at someone simply becoming more religous vs being a ba’al teshuva?

Which of the following people would you consider a ba”al teshuvah? I know denomination is not a perfect metric, but assume the median person in each denomination.
