The ‘Shnorrer’ subculture

Can someone explain the ‘shnorrer’ subculture and economy? Someone arrives at Shul or the grocery store or knocks on your door with a sob story and gets some ‘permit’ from some rabbinical group saying he’s legit. He gets letters printed up in multiple languages. He gets a portable credit card machine. He gets to make 60-second appeals in Shuls around the city. Who is paying for all this? Where is the infrastructure that supports this system? How much do the credit card processors take off the top? The clearinghouses that are cashing the checks? Has anyone really looked into this world?
