Temple Budgets – temporarily restricted line items

Quick question. I got some paperwork from the temple where I am a member.

We’ll be voting on the proposed budget and there’s something I don’t quite understand. Why would a revenue item be temporarily restricted? Also, what does that mean in practical terms?
