Stopped by a Hasidic Jewish Man in Brooklyn

Was walking alone in the Hasidic Jewish quarters of Brooklyn last Friday night when I was stopped by a member of the community. He pointed up to his apartment two floors above and asked if I could go up and turn the lights off for him. I was quite spooked by this request and said no before scampering. Can some one please put my mind and at ease and tell me there was a valid reason that I was asked to do that. Thanks
