I was watching a movie (red flag) that references that when a leadership council of some sort assembled in Israel that when a full majority agrees to a plan that one member of the council is to be placed in the role of dissenter (minority voice). Is this at all even close to being factual or is this just Hollywood nonsense from a random zombie movie.
