Question about Tisha B’Av observances in Jerusalem

To all my people in Israel: I plan on observing Tisha B’Av in Jerusalem this year, but have never celebrated a holiday in Jerusalem. Does everyone observing the holiday in Jerusalem pray at the kotel, does people daven in there shul’s, is it a complete toss up? I’m asking because I may be staying with a Chabad family, but I’d really like to hear Eicha while at the kotel so if most people just daven in their shul’s then I’ll have to figure something else out. Any help would be appreciated! 🙂
