Question about Slavic Jews

Why are Rominute and Italian Jews separate groups from Ashkenazi and Sephardi, but Slavic Jews like Litvaks or Russian Jews are considered Ashkenazi? Slavic Jews lived in Eastern Europe and the rest of the Ashkenazim in Germanic/Central Europe. They had different culture and language, but are the genes the same?
