Question about Israel and secularism

Something has always confused me about Israel the state. It’s a Jewish state, that has non Jews living in it. But non Jews can’t get married or anything like that?

Why isn’t there a secular department in the government so that non Jews can live a normal life?

Am I totally misinformed?

This came up because someone was saying that I wouldn’t be recognized as Jewish there because I’m a convert. And then they said I wouldn’t be able to be married (hypothetically) and their would be other issues.

I always just assumed there would be a secular department or something. Maybe I just can’t find it cause I don’t know what it’s called?
