Question about Chabad/Chassidic Concept…

I’m a huge fan of Chabad and love their mission and follow their minchagim. The one concept though that seems very deep rooted in the Chabad belief is the concept of “loving every Jew as you love yourself, unequivocally, without exception” – additionally, it also says not just to love them for being Jewish but also for the person that they are, because their Jewish. Why exactly is this though? In Chassidic thought, are we still to love every Jew no matter what actions they’ve done or who they are?
