Looking for something specific, anyone good with Roman/Jewish history would know

Hey guys

I’m looking for something I read once – it was a Roman(?) scribe who came and visited the Israelites, he documented the lifestyles and cultures of different peoples across the empire. Of the Jews he wrote they have strong faith in a G-d they can’t see, have a special emphasis on charity and take good care of their mentally impaired. It was very interesting and I need it to write a paper but I can’t seem to find it. Does this ring any bells with anyone?
