Kosher Animals Without Kosher Signs

Reposting this from a comment thread in another post (originally brought up by u/Vecrin):

If an animal of a kosher species is born without a kosher sign due to a genetic defect, e.g., a cow without split hooves, would the animal still be kosher? Is lack of the kosher sign a moom?
