Is this article misleading? Are the Israeli Ultra Orthodox like the Amish?

Are the Israeli Ultra Orthodox like the article suggests, so removed from the world that smartphones and apparently libraries are foreign to them?

Is this accurate? Are they thus more insular than the Hasidim, who use smartphones, work through Amazon for example, and who I have myself seen at some of the public libraries in NY? Or is the coverage (albeit interesting) a little biased?
