Is Someone with No Arms (as in nothing from the shoulder down, no bicep, nothing) Exempt from Tefillin?

I have found various laws (albeit complex) about someone with one arm, an amputee who still has their bicep, people who are paralyzed, etc. But nothing regarding the complete absence of arms. SERIOUS REPLIES ONLY PLEASE!
