Is it possible to cook this recipe as kosher for Passover?

A friend shared this recipe for a Norwegian flatbread as a possible alternative to matzah during the Passover week (not at the Seder).

There’s no yeast or leavening agent, but it does contain more than just flour and water (none of which are chametz or kitnyot as far as I know). Assuming it could be made so that it is done cooking within 18 minutes of the flour and water/potato mixture coming in contact, could this be KLP or is there another rule I’m missing that would disqualify it?
