Is it allowed for people of other religions to pray inside a synagogue?

My guess is maybe yes for a Muslim but not to anybody who worships other than the one and only God?

Would it be offensive or get a lot of negative reactions if someone did go pray there? I understand that in Israel, it would probably be awkward, but I want to know about the Western countries where the houses of God are not many.
