Immigration from Israel to Cyprus – is it halachically permissible?

Newspapers in Israel report that a Haredi couple, originally from France and currently residing in Beitar Illit, is trying to organize a group of fellow Haredim who wish to relocate from Israel to Cyprus because of a lower cost of living and a supposedly more attractive social services. When asked from the halachic aspect, the organizer replied that Cyprus is within the borders of the promised land according to Rashi on Gittin tractate. He said: “If returning to the land is Atchalta De’Geulah, why only think about Damascus?”.

Is there a solid halachic basis for this?
