I’m really worried about something

I work at a Chabad day camp for little kids, and two days ago I walked into an empty room where one of the kids who attends was crying and when I asked why she said she’s scared to go home because her father will put her in “time out”. Theoretically that seems innocuous, but she seemed so utterly terrified, I couldn’t shake the feeling that something was was wrong. Also, when I inquired as to why her father was angry at her she replied that she didn’t say I love you to him, which makes this all the more alarming to me. I’m considering possibly contacting CPS if she indicates that she’s in serious danger. But the problem is I don’t know whether or not her father is Jewish. If he is are these circumstances possibly extenuating enough for מסירה to not apply? This whole thing is really unsettling to me and I’m not sure what to do.
