If a modern Egyptian changes their religion from Islam (or christianity) to Judaism, would they be allowed to marry into the Jewish people until the third generation?

This is based on a mitzvah from Deuteronomy 23:8-9

Does this verse apply to modern day Egyptians who become Jews by choice? So in other words, only their grandkids would be allowed to marry a Jew with no Egyptian background?
