Halacha of waging war?

Many years ago a friend brought me to a Shabbat dinner at a rabbi in the Old City of Jerusalem.

Our politics didn’t coincide (mine are left of center) but one thing stuck with me from the Shabbat dinner (I’ve long forgotten what the name of the rabbi was).

He made some claims about the halachic dimensions of waging war as it pertained to Israel’s aerial campaigns on Gaza (I guess there was another war that summer).

I recall him saying something like that halacha requires providing a safe means of passage for non combatants / civilians to evacuate a territory otherwise under siege.

No recollection of what he brought as a source. But current events brought this to mind.

Does anybody know of any sources that discuss the halachic dimensions of the army of a Jewish state conducting warfare?
