Guilty until proven innocent in Judaism

Judah ben Tabbai said: …when the litigants are standing before you, look upon them as if they were [both] guilty; and when they leave your presence, look upon them as if they were [both] innocent, when they have accepted the judgement.

I was reading this today and it made me wonder…

Does Judaism view individuals who are suspect to be guilty until proven otherwise; in contrast with the contemporary philosophy of justice about suspects being innocent until proven guilty?
