Fish not meat?

Why is fish not considered meat? It’s clearly alive, but you can eat it with dairy. Chicken is also alive, and not a baby goat, and it also doesn’t produce milk so you can’t cook a chicken in its mother’s milk, but you still can’t eat chicken and dairy. So why can you do it with fish?
