Deut 4:27 and Diaspora.

Last night was watching a video called “The Mystery of the Jews” by Simple To Remember. This verse was included when discussed the low number of the Jewish people in the world throughout history “27 The Lord will scatter you among the peoples; only a few of you will be left among the nations where the Lord will lead you.” Deut 4:27.

Would it be reasonable to say that this is a “prophecy”? The context of the verse is what will happen if the people abandon the Torah.
