Curses in Ki Savo

The expulsion of the Jews and some of our general hardships are consistent with Ki Savo’s curses (at least in an abstract sense). Does this mean that our hardship has been “deserved”? Isn’t that a bit of a dangerous viewpoint that can be used to justify victim-blaming? On a similar note, why do we say that the Roman destruction of the Temple was a punishment, but we don’t for some of the other hardships (for example, the Holocaust is not considered a punishment — although that view is not unheard of)?
