Conditional vs Unconditional Covenant in Judaism?

I am reading Rabbi Wayne Dosick’s Living Judaism book. In the beginning he mentions how the covenant is conditional. If you do this I will do that sort of dynamic. However, he mentions an unconditional covenant rooted in the idea of Chesed, unconditional love.

Maybe I am understanding this wrong, can someone explain these two concepts more clearly?
