Can someone help me understand this? From a letter by the Lubavitcher Rebbe's editor, R' Yoel Kahn

I would be grateful for clarification of the brackets in the second pargraph: שהיא כפירה גמורה בהמושג יהודי, שהרי ארז”ל במס’ מגילה דיהודי הוא זה מי שכופר בע”ז ומודה בכל התורה כולה). I understand he is lambasting the Mizrachi appraoch, but I can’t decipher the reference to masechet megila: “a Jew is he who blasphemes for this sake?? and acknowledges the entire Torah”.

  1. What does מי שכופר בע”ז?
  2. Wouldn’t the requirement of “acknowledges the entire Torah” disqualify many Jews as Jews? It doesn’t seem very Chabad-like to consider non-observant Jews as non-Jews.
