Are there any exceptions to the commandments of murder or robbery in the Torah?

I understand that in Judaism there are ethical codes applicable to warfare. But I would like to know if within them there are exceptions to the commandments of “you shall not kill” or “you shall not steal.”

For example, is murder justified to free a people from a tyrant? Is it condemned that there are innocent victims for collateral damage?

I appreciate the responses to this, or any reference.
