Are secular Jews to be considered gentiles according to this?

1. Why did they translate עובד עבודת כוכבים as gentiles?
2. If it is a correct translation, does this mean secular Jews who break shabbat in public cannot enjoy the privileges of being a Jew, like להשלים a minyan, etc? Only the liabilities?
